The Time Is Now

We are less than two weeks into 2012, and it is already shaping up to be a pivotal one for HIV/AIDS. The end of 2011 saw the scientific advances that gave us a real vision for an AIDS-free generation, but also saw the deplorable reinstatement of the ban on the use of federal funds for syringe exchange programs. The International AIDS Conference will be in Washington D.C. in July, smack dab in the middle of the Presidential election season.

We are in for a bumpy ride, and AIDS United fully intends to take a leadership role in steering the course of that ride. And part of steering that course will be to maximize our core strengths of national advocacy, regional organizing and strategic grantmaking to ensure sound HIV/AIDS policy that helps people living with and affected by HIV/AIDS in the United States access the life-saving prevention, care and treatment services that they need and deserve.

AIDS United Joins Lambda Legal in Support of the Affordable Care Act

(Chicago, IL, January 13, 2012) — Today in the United States Supreme Court, Lambda Legal filed a friend-of-the-court brief on behalf of 16 national HIV advocacy organizations in support of the Patient Protection and Affordable Care Act, commonly referred to as the ACA.

In March of 2010, the ACA was signed into law, reforming aspects of the private health insurance industry and expanding access to health insurance for millions of Americans. The constitutionality of the law was immediately challenged in federal court in multiple jurisdictions; the United States Supreme Court will weigh in on the appeals in these cases this term and has scheduled oral arguments for March 2012.

AIDS United was one of 16 signatories to the brief.

AIDS United Calls for Extension on Essential Health Benefits Comments

AIDS United, along with over 70 other health advocacy organizations are calling for the Department of Health and Human Services (HHS) to extend the public commentary period on the Essential Health Benefits (EHB) package beyond the original closing date for comments, January 31. Factors that played into the request for an extension include:

  1. EHB will end up affecting the scope of benefits for well over 70 million people, including many people living with HIV;
  2. The enormous complexity of the issues which must be considered;
  3. The fact that the Bulletin was released just before the long holiday period; and
  4. The very short 45 day comment period, which was from December 16, 2011 to January 29, 2012.

NASTAD Releases 2012 ADAP Monitoring Report

On January 10, the National Alliance of State and Territorial AIDS Directors (NASTAD) released the first component of its National ADAP Monitoring Project Annual Report (The Report) . The Report provides comprehensive and detailed information on programmatic aspects of the AIDS Drug Assistance Programs. NASTAD is releasing the 2012 National ADAP Monitoring Project Annual Report in three modules. This particular module includes detailed information related to ADAP budgets, client enrollment and utilization, client demographics, prescription distribution and payment methods, expenditures and prescriptions filled, insurance coordination, program eligibility, and program management and administration. A slide set of the relevant data was also developed for this release.

The Supreme Court to Hear Arguments on the Healthcare Reform Law
The Supreme Court has scheduled oral arguments on the legality of the health care reform law for March 26-28, 2012. Twenty-six states have filed a joint challenge against the Patient Protection and Affordable Care Act (ACA). The Supreme Court will hear on four specific issues: the Anti-Injunction Act, Individual Mandate, Severability, and Medicaid Coercion.

XIX International AIDS Conference
The XIX International AIDS Conference will host an expected 200 countries, 2000 journalists, and 25,000 participants to address this year’s theme of “Turning the Tide Together." The conference is now open for registration, as well as for submissions for program activities, and abstracts. The categories for abstract submissions are: Basic Science; Clinical Science; Epidemiology and Prevention Science; Social Science Human Rights and Political Science; and Implementation Science, Health Systems and Economics. Submissions for program activities and abstracts will close on February 15th, 2012.

President Obama’s Next State of the Union – Save the Date
On January 24th, 2012, President Barack Obama will give his next State of the Union Address to the country following the return of the House of Representatives and the Senate.

Different Avenues and Harm Reduction Coalition will be hosting the webinar, “Creating Opportunities for Visibility: Drug User & Sex Worker Participation at the International AIDS Conference” on Tuesday January 17th, from 12:30 – 2:00 PM Eastern Time. This webinar will discuss strategies for creating greater visibility for sex workers and drug users at the International AIDS Conference, even though travel restrictions will prevent their full representation.

AIDS United Hiring Regional Field Organizer
AIDS United seeks a Regional Field Organizer to work with its grantees, partners, and allies to implement a coordinated national organizing strategy. The Regional Field Organizer will help mobilize grassroots state and federal HIV/AIDS-related advocacy to achieve the National HIV/AIDS Strategy goals. The Regional Field Organizer will be located in Texas.

AIDS United’s Pedro Zamora Public Policy Fellowship
AIDS United is looking for the next Pedro Zamora Public Policy Fellow to start mid-February. In the spirit of AIDS activist, educator, and reality-show trailblazer Pedro Zamora’s work to combat the spread of HIV, AIDS United offers a public policy fellowship in his name. The Pedro Zamora Public Policy Fellowship is an excellent opportunity for both undergraduate and graduate students seeking experience in public policy and government affairs focused on HIV/AIDS issues. Completed applications must include: a cover letter indicating areas of interest, resume, three to four page writing sample and an essay answering the following questions.

Describe your participation in any school or extracurricular activities related to HIV or AIDS (i.e. peer prevention programs, volunteer activities, etc.).
Describe your participation in any school, work, or extracurricular activities related to advocacy (lobbying, political campaigns, etc.).
Why would you be the best candidate for the Pedro Zamora Fellowship (i.e. what do you bring to the organization?)?
How would you use the skills you acquire from this fellowship?
What time period (spring, summer, or fall) and length of time are you available?

Sign-On in Support of the Affordable Care Act!
Lambda Legal and 16 other HIV advocacy organizations, including AIDS United, filed a brief in support of the constitutionality of the Patient Protection and Affordable Care Act (ACA). In the brief, Lambda Legal et al. support the argument that the minimum health coverage requirement is constitutional and demonstrates how it increases access to care for people living with HIV/AIDS.
